Background of SDS

SDS was established in the year 1991 as a non-profit, non-political, non government voluntary organization with the initiative of some local dedicated & committed people who are connective with social service activities for overall development of disaster victim people by giving humanitarian supports and its proper utilization for income generation and rehabilitation at Shariatpur district of Bangladesh. The founder of the organization was taken initiative in collaboration with the like-minded Red-cross workers to launch an organization for the development of disadvantaged people after the devastating flood of 1988. Some lawyers, journalists, businessmen and women workers were the front line initiator to establishment SDS. The organization formally starts its work on 1st September, 1991 and after getting registration from social welfare department in 1992, it extended its actions on child-health and family planning surrounding villages of Shariatpur Sadar Upazilla. During interment on family planning for a year it was observed that family planning recipients especially women were malnourished, deprived in their families and were neglected by their husbands. Above all, women were also tortured by their husbands as they were accepting family planning methods. Additionally, on the survey report it was unanimously agreed by General committee, Executive committee, Advisory committee and workers of the organization that steps needs to be taken to implement family law and women rights in the society. Therefore, SDS started with group formation, organized weekly meetings for women. Groups of women started to learn about their rights from weekly meetings and discussions. At this stage, OXFAM (UK & I, presently GB) came forward to assist “SDS”. At present, SDS is working in the field of Disaster Management, Poverty alleviation, Training, Education, Agriculture, Health & Nutrition, Advocacy, Arbitration and Legal support, Environment, Water & Sanitation (WATSAN) Climate change adaptation, HIV/AIDS, Micro Finance & Women and Child Rights.

1.2. Brief about the Project
SDS has been implementing ‘‘Increasing income of char land Entrepreneurs by Ecological Farming System Disseminations’’ project to promote natural and zero budget based agriculture system. This project is funded by ‘‘Promoting Agricultural Commercialization &Enterprise (PACE) Projectof PKSF.

The purpose of the project is to strengthen cultivation of native variety of vegetables, native chicken,Ducks and their value chain for income and food safety in target char land areas.This is being implemented in collaboration with Ministry of Agriculture (MoA) and other stakeholders of Shariatpur. The overall aim of the project is to “Improve safety and purity of edible vegetables and their value chain through increased income and all year improved access to safe agro products at local markets for potential consumers’’.

The overall coordination and policy guidance of the project is by SDS and PartiallyPKSF. In addition, the project will collaborate closely with other key stakeholders-at producer, trader and consumer levels while strengthening public and private partnership (PPP) particularly in the vegetable sectors.

2. Purpose of the task

The main purpose of the study clearly identify, articulate, and document the existing component based residual presence of carcinogenic/health detrimental element in the food item i.e. vegetable; available for consume and its effect on the consumer both short term and long term.

2.1. Specific objectives of tasks are to:

Present agricultural practice on pre and post harvest management of vegetables
Should have to collect and with proper labeling
Then analysis of collected samples of vegetables from different markets/shops as random mannerto point out which carcinogenic/health detrimental element are present and how much extra from the standard
After proper categorizations of such elements pin- point the specific hazard reference to Human (Man, Women and Childs)/Animal health, and on Biodiversity (i.e. agricultural actors)
Relate any environmental issue on those residual effect
Recommendation

Output /Deliverables

The followings are expected from the hiring parties;

A complete, independent and resourceful report with superior quality
All collected raw data (for quality assurance), analysis result and source images/videos
A complete info-graphic power point presentation
Participate as lead researcher on national or international conference and present survey report on behalf of the contracting organization as when needed (with discussion)

Required Qualifications and Experience of the Service Provider

The service provider will be required to have the following:

More than 15years experience working in similar field along with technical knowledge in Survey Methodologies, Research methods etc.
Extensive experience in Research & Report produce in post harvest management of vegetables and agricultural work related to health hazard, food security and environment.
Ability to conduct data analyses, including collating and presenting survey data
Documented supervisory, coordination and organization skills
Excellent English Fluency

Duration of the Assignment

The consultancy is scheduled to take place between November and December 2020.

Intellectual Property

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the SDS who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the SDS/PKSF.

Contractual arrangements and supervision

The service will be hired under SDS terms of contract and supervised by the SDS solely for the purpose of delivering the above outputs, within the agreed time frame. SDS/PKSF as the client shall provide necessary support to the service provider in order to execute the assignment during the duration of the consultancy. These shall include:

Access to relevant project documents necessary for execution of the duties under this consultancy;
Contact details of relevant people to be interviewed; if needed
Equipment for the Assignment

No equipment will be purchased or provided by the SDS. Any equipment needed to complete this assignment will be provided by the service provider.

Remuneration

The service provider’s payment shall be based on the financial proposal developed for this consultancy.

Payment shall be made in three installments of;
50% down payment upon contract sign agreement
50% final payment upon submission of the final outputs, incorporating suggestions and recommendations from the SDS/PKSF.

Purpose of the task
The main purpose of the task is to develop an operational module for ecological farming practitioners i.e. Farmers, Entrepreneurs, project personnel’s etc. This will be act as field guide for those who intended to practice ecological farming for both personal and business purposes. This will be performing as source book for technical implementation of the project activity.

Specific tasks are to:

Develop an Operational module for ecological farming
It should contain Pragmatic practice based Models which can replicate onto the field
Vegetable wise production technology
Nursery Preparation guideline
Seed production, management and preservation
Bio-fertilizer preparation technique
Eco-friendly Plant Protection guide
Pre and Post harvest handling technique
Management of biodiversity within the field (management of natural enemies and microbes into the field)
Integration/Method of Social certification
Banding/Branding of ecological produce

Output /Deliverables

The followings are expected from the hiring parties;

A detailed module for field implementation not limited to page
An info-booklet; 7-15 pages ( Extracted from the detail module)

All deliverable should submitted in Bangla

Duration of the Assignment

The deliverables should be submitted within 35 days after work order providence.

Mode of payment; will be in two installments
1st installment: 30 % of the total amount after contract sign.
2nd installment: 70% of the total amount after satisfactory completion of the task and approval final report.

The payments will be made in A/C payee cheques/or direct bank transfer in the name of the consultant or firm named in the contract. SDS will deduct withholding tax at source as per the rules of taxation governing SDS operations and it will be deposited directly to custodian of such tax. No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in SDS.

Competencies Required:

i) Qualification and Experiences

At least a Degree qualification in any of the following areas of Agriculture, Ecological farming, organic production technology and Post harvest management from recognized institutions.
Must have minimum of 10 years’ overall experience in conducting research and practical engagement in organic/ecological production practices
Demonstrated experience of working in donor funded projects under public sector and /or NGOs.

ii) Knowledge and skills.

Excellent analytical, interpersonal, communication and reporting skills.
Excellent technical knowledge on food security, ecological farming system, safe vegetable productions and Resilience issues in char land agro- systems.

Purpose of the task
The main purpose of the design is to accommodate entrepreneurs produce. In practice the project affiliate farmers will produce absolutely chemical free vegetables onto field; an affordable and sustainable collection, grading and processing (CP&G) center will add value to their produce and provide confidence of safe packing toward the consumer.

2.1. Specific tasks are to:

Design and list materials for a complete Collection, Processing and Grading of different vegetables into a single center
The design must in accordance with national/international safe food production and packing compliance
All sort of technical and applicable functions in the ‘‘Center’’ must be clearly mentioned with reasons
Detailed drawing and civil construction instruction must be supplied
An eco-friendly ‘‘Center’’ with all possible requirements of an standard CP&G center; must be reflect on the design/sketch

Output /Deliverables

The followings are expected from the hiring parties;

An eco-friendly complete design with maximum facilities
Provide 02 design; one with modern facilities (cost extensive) and another will be in rural context ( for minimum cost)
A detailed section wise guideline so that a diploma civil engineer/diploma agriculturist can understand and supervise the construction of the Center

Required Qualifications and Experience of the Service Provider

The service provider will be required to have the following:

More than 10 years experience working in similar field along with technical knowledge in post harvest management and pragmatic design of such construction etc.
Have the ability to generate section wise user guideline for execution of the design
Ability to simplify complex design into simpler form

Duration of the Assignment

The consultancy is scheduled to take place between 10-15 days after signing agreement.

Overall objective of the Assignment

The overall objective of the assignment is to produce a programme documentary film on the SDS/PKSF programme highlighting best approaches, best practices, achievements and real impacts in the programme focal areas.

2.1. Specific tasks for the Service Provider

Under the direct supervision of the SDS project team, the service provider will be required to do the following:

Develop the documentary film’s overall concept and scenario.
Interview selected participants for the film who will include project grantees and beneficiaries, SDS high officials, , Programme team and PKSF concern.
Visit several selected project sites and interact with the local communities/beneficiaries who have been impacted by SDS/PKSF-supported projects to get context.
Develop the documentary script and storyboard to be used in the film.
Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders.
Present a draft documentary to SDS team for comments on contents.
Produce one final documentary film in DVD of 10 – 15 min long and if needed

Output /Deliverables

Submit a storyboard and script for the documentary to SDS for approval before filming;

Present draft documentary and document for booklet to SDS project team members at the end of the field mission and incorporation of comments;
Produce an edited Video Recording of the scenarios captured, and the footage of the recorded stories.
Present a complete 10-15 minute documentary film version, and hand over 2 master copies of each version to SDS.

Required Qualifications and Experience of the Service Provider

The service provider will be required to have the following:

More than 5years experience working in similar field
Extensive experience in producing development work related documents for publication and documentaries for international organizations with the aim of reaching both local and international audiences
Experience in working with PKSF and other international organizations
Local knowledge of the provinces and languages.
Excellent technical capacities (state of the art filming equipment preferably High Definition) to ensure smooth and high quality production.
Experience in development communication.

Duration of the Assignment

The assignment is coiled with different time line hence it require multiple shooting for different aspect of project documentation, so it’s expected to start with onset of new seasons at July 2020 and Finished with March 2021.

Terms of Reference (ToR) for conducting a baseline assessment on Ecological Farming System

Background of SDS
SDS was established in the year 1991 as a non-profit, non-political, non government voluntary organization with the initiative of some local dedicated & committed people who are connective with social service activities for overall development of disaster victim people by giving humanitarian supports and its proper utilization for income generation and rehabilitation at Shariatpur district of Bangladesh. The founder of the organization was taken initiative in collaboration with the like-minded Red-cross workers to launch an organization for the development of disadvantaged people after the devastating flood of 1988. Some lawyers, journalists, businessmen and women workers were the front line initiator to establishment SDS. The organization formally starts its work on 1st September, 1991 and after getting registration from social welfare department in 1992, it extended its actions on child-health and family planning surrounding villages of Shariatpur Sadar Upazilla. During interment on family planning for a year it was observed that family planning recipients especially women were malnourished, deprived in their families and were neglected by their husbands. Above all, women were also tortured by their husbands as they were accepting family planning methods. Additionally, on the survey report it was unanimously agreed by General committee, Executive committee, Advisory committee and workers of the organization that steps needs to be taken to implement family law and women rights in the society. Therefore, SDS started with group formation, organized weekly meetings for women. Groups of women started to learn about their rights from weekly meetings and discussions. At this stage, OXFAM (UK & I, presently GB) came forward to assist “SDS”. At present, SDS is working in the field of Disaster Management, Poverty alleviation, Training, Education, Agriculture, Health & Nutrition, Advocacy, Arbitration and Legal support, Environment, Water & Sanitation (WATSAN) Climate change adaptation, HIV/AIDS, Micro Finance & Women and Child Rights.

The purpose of the project is to strengthen cultivation of native variety of vegetables, native chicken, Ducks and their value chain for income and food safety in target char land areas. This is being implemented in collaboration with Ministry of Agriculture (MoA) and other stakeholders of Shariatpur. The overall aim of the project is to “*improve safety and purity of edible vegetables and their value chain through increased income and all year improved access to safe agro products at local markets for potential consumers.*

The overall coordination and policy guidance of the project is by SDS and Partially PKSF. In addition, the project will collaborate closely with other key stakeholders-at producer, trader and consumer levels while strengthening public and private partnership (PPP) particularly in the vegetable sectors.

Purpose of the task
The main purpose is to clearly identify, articulate, and document the existing situation of the people and communities the project targets to work with from the onset of the project. The products of the assessment will provide the benchmarks on which any changes resulting from the interventions and achievements could be measured and also inform any modifications that may be made in the course of project implementation in order to realize optimum achievements of results.

2.1. Specific objectives of tasks are to:

Assess the current situation of the project areas, in terms of livelihoods, socio-political and economic conditions, state of cultivation practices, Profit-loss identifications, standard hygiene indicators, and any form of social exclusion, social/cultural practices, policies, local governance issues at village levels, etc.
Assess the capacity of local producers and vendors (individuals and groups) who rely on vegetable production and agro inputs trade for income for resilience of their livelihoods.
Map out similar/relevant initiatives implemented by other actors working in the same areas and recommend ways of building synergy in the vegetable value chain.

3.0. Methodology and Process
In the assessment, SDS expects the consultant(s) to employ both quantitative and qualitative methods for collection of data/information, using Participatory Tools and Techniques for data collection, which may include but not be limited to In-depth interview, Key informant interview, Focus group discussion etc.

Comprehensive desk review of all relevant documents i.e. related literature, project proposal, and related Government Policy documents including MoA strategies for development of Ecological farming system product and their value chain.
The consultant(s) will interact with staff of SDS, and other stakeholders on a sample basis.
The consult(s) will have to fully engage a sample of target project primary stakeholders (i.e. Farmers, CBOs, consumers, etc.) who play significant role in Char land.
The baseline information will be collected from two Upazilla of Shariatpur districts namely Naria and Bhedergonj. Total population of survey will be determined by the consultant as a sample of 400households (4000 peoples) targeted beneficiaries who are local vegetable grower of the project area.
The sample should be disaggregated by categories sex, and age of respondents, and defined criteria of inclusion and exclusion. It is envisaged the sample size for quantitative survey should be determined using a statistically acceptable methodology that meets a threshold of social science research. For qualitative data, the participants should be key informants from vegetable producer

4.0. Indicative timeframe and preliminaries
The duration of the assignment is 60 working days, which could also be discussed between both parties. It is expected that the whole task should be finished within this time frame. The consultant(s) should develop and share tools for data collection (e.g. questionnaires, FGD, etc.) with the SDS for any comment/input before commencing data collection.

5.0. Expected outputs, Reporting and Presentation

5.1. Output 1: An inception report of execution of the assignment in electronic version ONE (1) week after start of the consultancy. The report should be very precise and address each specific objective and should include; Executive summary (1-2 pages); Methodology; Limitations of the assignment and way forward for the assessment.

The aim of the inception report is to give a picture of the situation on the ground, which may require adjustment of the planned itinerary of the consultant(s) for effective collection of data and information.

Output 2: A systematic baseline database, including pictures, and delivers with final report.

6.0. Mode of payment**; will be in two installments

1st installment: 20 % of the total amount after contract sign.
2nd installment: 80% of the total amount after satisfactory completion of the task and approval final report.

The payments will be made in A/C payee cheques/or direct bank transfer or any convenient way of the consultant or firm named in the contract. For VAT and TAX SDS will maintain strictly Governments policy. No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in SDS.

7.0. General considerations

a) SDS as prescribed in the contract will provide required logistics support.
b) All documents prepared during the assignment will be property of SDS.
c) Assignment will not be sub-contracted to a third party by the consultant.
d) In the event that, additional time is required to complete the assignment, beyond time previously agreed , without changing the scope of work, such a change shall be agreed between SDS and the consultant in writing.
e) Confidentiality of all the assignment will be maintained at all times.

8.0. Expiry of agreement and flexibility

Considering the initiative as proactive and responsive, activities can be amended and elaborated based on the properly documented negotiation between the two parties.
The agreement will be invalidated after expiry of duration of the contract unless an extension is made by SDS.
The work schedule may be staggered due to compelling reasons, which both parties must as sent to, in which case the number of working days will remain the same but actual work done on dates/days different from those indicated in the work plan. Such flexibility will not give rise to additional cost of the assignment on the side of SDS.
SDS also reserves the right to amend or change or cancel the agreement at any time if there are compelling reasons to do so.

9.0. Validation of the Proposal

All cost should be quoted in BDT and will remain valid up to sixty days (60) from the day of proposal submission.

10.0 Competencies Required:

i) Qualification and Experiences

At least a Degree qualification in any of the following areas Agriculture, Animal Production, Veterinary Medicine, Social Sciences, Natural Resource Management, Dairy Technology or any other relevant degree from recognized institutions.
Must have minimum of 5 years’ overall experience in conducting baseline surveys for livelihoods and resilience building initiatives.
Demonstrated experience of working in donor funded projects under public sector and /or NGOs.
Demonstrated minimum of 3 years’ experience of conducting baseline surveys in the in pastoral and agro-pastoral areas.
A good understanding of livestock, Food security, livelihoods, and women empowerment through IGA programs.
Experience in Char land, particularly Shariatpur, is a plus.

ii) Knowledge and skills.

Excellent analytical, interpersonal, communication and reporting skills.
Excellent technical knowledge on food security, ecological farming system, safe vegetable productions and Resilience issues in char land agro- systems.
Should have knowledge and experience in gender and women’s rights issues.
Mastery of written and spoken English.

Note: Applicants who do not meet the minimum eligibility criteria shall not be considered.

11.0. Confidentiality: Confidentiality of all the processes during the assignment must be ensured at all times/levels

Note: All the outputs – baseline reports, database, etc. produced by this assignment (electronic, hard copies, etc) will be considered as properties of SDS. Any part or complete disseminations of such information is subject to approval of SDS authorities.

The Implementing Organization SDS has been implementing the “Income generation of entrepreneurs through ecological farming in char areas” project in Naria and Bhedorganj, Shariatpur since November 2019 under PACE project. The development objective of the project is to improve the farmers capacity, increase production of selected farmers in the mentioned working area by (a) introducing the ecological farming system, (b) improve the farmers capacity through providing need-based training (c) Linking farmers with related stakeholders d) Ensure availability of raw materials through develop local service providers/input dealers, e) Develop smart supply chain for ecological products by introducing Geo-fencing and IoT.

Promoting Agricultural Commercialization and Enterprises (PACE) project is jointly financed by Palli Karma-Sahayak Foundation (PKSF) and International Fund for Agricultural Development (IFAD). The project goal is to enhance livelihood (higher income from self-employment, business profit and wage employment, and food security) of the moderate and extreme poor (men and women) in a sustainable manner. The project objective is to increase sales and incomes from existing and new microenterprises and to create new wage employment opportunities for extreme and moderate poor people.

2.0 Objectives of the assignment
The main objective of the assignment is to provide service on technical aspect of Ecological farming System and associated practice to replicate into new project area. The farm will also engage on marketing ecological products through its own supply chain as well.

Technical Details of Work:

(a) Technical support

Provide adequate training, advice and facilitation to farmers for quality ecological product cultivation.
Provide necessary information on specific requirements for ecological farming system.
Helping farmers for quality seed collection, low/no cost alternative fertilizer (NPK) and bio-pesticide preparation.
Inspect the ecological production system at the selected project area.
Purchase quality ecological products from farmers in accordance with the competitive price.
Purchase entire ecological products from every farmer that meets the specification prescribed by the farm and SDS.
Help SDS to establish a grading and processing centre where product will be packaged with Geo-fencing and IoT based applications.
The farm will pay service charge (mutually agreed) after receiving products from the grading and packaging centre.

(b) Logistics and Maintenances:

The farm will manage the transportation from grading and packaging centre.
SDS will support the farm to hire one Business Development Officer during the project period (up to Dec 2020) and will cost share his/her salary (mutually agreed).
The ownership of grading and packaging centre, geo-fencing and IoT based equipment will be SDS.
The firm will give update information and required feedback to IT service provider to upgrade smart supply chain system.
The farm should have appropriate certification for ecological products.
The Farm and SDS jointly resolve any product related issue i.e. collection of Social certification or other for eco product; production and selling.
The Firm remain active in product buying with the proper consent of SDS only or with mutually agreed term even after contract end in project area.

4.0 Criteria of hired Firm:
The hired firm should have proper experience ecological farming system. The firm should have at least 03 years good business record of ecological farming and marketing. The firm should have the capability to provide Technical, logistics and human resource for rural context of project alignment. Flexible working hour and good professional attitude to adhere with SDS core value.

The firm has to have the stock facilities to ensure timely response to the needed materials. The firm has to have round-the-clock customer care service. The hired firm must have a static office along with a pool of permanent employee.

5.0 Timeline:

The validity of the contract will be up to 31^st December 2020. The contract may renew with the consent of SDS or both parties.

Creating new employments in the vegetables subsector.

The consulting firm/bidder shall bear all costs associated with the preparation and submission of the proposal. The consultant shall submit a technical and a financial proposal in a single electronically. The technical and financial proposals should be properly marked and should include the name and detailed contact of the consultant /firm.

9.1. The Technical Proposal

Should be in the provide: Title of the survey, Understanding of the Task, Technical aspect of the proposal, Methodology, Operational plan, Proposed team with detailed CV’s of the team members who will undertake the task as annex to technical proposal. For a firm applicant, provide company profile as annex to technical proposal, the Lead consultant and contract for the firm/bidder

9.2. The Financial Proposal
Should be broken down in details to include: Consultancy fees, Questionnaire development cost, Communication, Data processing & analysis cost, Reporting cost (stationeries, printing, etc)

9.4. Validation of the Proposal
All cost should be quoted in BDT and will remain valid up to sixty days (60) from the day of proposal submission.
